I am trying to transfer a student to another class and the class is not on the transfer to list.

When a class cannot be found on the transfer-to list of a receiving class it means the class has been closed to further registration by Regional Director.  Contact the Regional Director and determine they are willing to reopen registration long enough for your student to be transferred in.
